DEVELOPMENT OF TOPOLOGIC TOOLS AND SPATIAL ANALYSIS TOOLS TO DESIGN A GIS IN THE LOCAL ADMINISTRATION USING OPEN SOURCE SOFTWARE

The objective of this research is to get that the public administrations are able to have applications of Geographic Information Systems (GIS). To be able to set up and to use a server so that it is the only one that has to carry out the editions and the spatial analysis trough the georeferenced data. This way the public administrations fulfill the Open Geospatial Consortium (OGC) standards and deal with the interoperability. Besides that, the economic cost of the GIS is strongly decreased by using open source software and working with a client-server structure where the clients are "thin" and the only one that has all the software is the main server.
