SOZO AND HYDRO THEMATIC DATABASES AS A COMPONENT OF NSDI IN
POLAND

Within the research and
implementation Project No
6 T 12 2005C/06552 “Methods and procedures of integration, visualization,
generalization and standardization of state geodesic and cartographic resources
data bases and their usage in creating thematic data bases”, commissioned by
the Ministry of Science and the Head Office of Geodesy and Cartography, a
concept of a multi-resolution reference database has been developed as a key
element of NSDI in Poland (J. Bac-Bronowicz, D. Gotlib, R. Olszewski, 2007). The objective of this Project is not only to propose rules of
development of the multi-resolution reference topographic database for the
entire country, but also to create a platform, integrating the official
registers of spatial data and thematic databases. Therefeore, the
multi-resolution topographic database
should be designed in such a way that it could become the basis for official
thematic works.
The official thematic databases are created in
Poland by three institutions: the Head Office of Geodesy and Cartography
(GUGiK), the State Geological Institute (PIG) and the Institute of Meteorology
and Water Management (IMiGW). Creation of the NSDI in
Poland requires utilisation of the state reference systems as the source of
topographic data for thematic works (R. Olszewski, M.
Sikorska-Maykowska, 2005; R. Graf, A. Kaniecki, R. Olszewski, S. Żynda,
2005). This requirement is met by the sozological and hydrographic databases
only, commissioned by the Head Office of Geodesy and Cartography. At present,
hydrographic (HYDRO)
and sozological (SOZO) databases are based on topographic data acquired from
the technological cycle VMap L2 of the first edition. Significant changes have
been introduced to the conceptual model of the VMap L2 database of the new
edition, which has been presently developed; those changes are related to
harmonisation of two databases, which are developed in Poland: the TBD and VMap L2 databases (D. Gotlib, A.
Iwaniak, R. Olszewski, 2005; 2006).
The VMap L2
database of the second edition is currently developed for the area of several
dozens of 1:50 000 topographic map sheets – however, it is to be completed for
the entire country within several years. This database will become the basic
source of topographic reference data for derivative works. Considering the
development of a coherent concept of the spatial data infrastructure in Poland,
the authors proposed modification of the conceptual model of the databases of
sozological and hydrographic maps, which would cover the utilisation of the
VMap L2 database of the new edition as reference data. Such solution will allow
to utilise updated and reliable topographic data on the sozological and
hydrographic map, as well as to simplify the process of integration of the SOZO
and HYDRO databases with other thematic datases, which are also developed on
the background of the new edition of the VMap L2 database.
The
paper will discuss the most important proposals of substantial and
technological modifications of the SOZO and HYDRO databases:

Automation of the process of supplying the SOZO and HYDRO databases with
data from the VMap L2 database of the second edition,
§
Introduction of topological relations between
feature classes,
§
Resignation from geometric component elements
within a given object class,
§
Integration of layers of similar logical
characteristics in order to maintain natural relations existing in the natural
environment,
§
Indexing selected attributes.
