Preface

Dear Colleagues from all over the world,
About 514 years ago, the Expedition of Gaspar de Lemos and his cartographer Amerigo Vespucci, docked inside the now called Guanabara Bay. The notable Portuguese navigators were impressed with the local landscape, just as it happens with whom sees this city for the first time.
According to one of several versions, the confusion made between the distinction of the mouth of a river (rio) or an estuary (ria), a large and deep sea inlet, and the fact the place was reached on January 1st, 1502, gave birth to the name of Rio de Janeiro.
Several disputes over the space occurred until the final territorial consolidation, when the City of São Sebastião do Rio de Janeiro was founded, in 1565. Thus, source of fights for the defense and reconquest by the Portuguese, circa 450 years ago, was born the host city of this Conference, now worldwide recognized as one of the most beautiful presence of nature in a megacity.
From São Sebastião do Rio de Janeiro to Rio de Janeiro, under the shade of mountains and the beauty of Guanabara Bay, many historical, political, social and geographical changes occurred along these 450 years, culminating with the ICA´s 27th International Cartographic Conference and 16th General Assembly, organized by the Brazilian Society of Cartography, jointly with the Brazilian cartographic community.
Nowadays, we live in times, in which the global society is increasingly aware of the importance of Cartography and Geographic Information, for the purposes of planning, regulation, taxation and environmental preservation, among others. This situation occurs partly from the growing concern of governments to manage their territory, as well as their sustainable development. The main theme of the International Cartographic Conference "Maps connecting the World", seeks to show cartography as a science of geographic information, tool and technology that enables to contribute in all areas of knowledge, for scientific, technological and social development for all Countries.
The result of the interaction among professors, students, scientists, professionals, organizations and users of cartography, in lectures, debates and discussions at this Conference, certainly will constitute an auspicious set of important information to the worldwide cartographic community, encompassing above and beyond almost all research areas around the challenges of the contemporary Cartography.
The participants of this Conference, besides the contagious natural beauty, will discover some treasures available to the visitors. Thus, historical documents from classical and medieval times to the prior discovery of the Americas, such as the map Secunda mundi eras (1493) and the Ptolemy Atlas (1486), can be seen during this event by visiting the NATIONAL LIBRARY OF RIO DE JANEIRO. Other important  cartographic documents will also be available at other cartographic documentation sites. The collection includes representations of Brazil from sixteenth century to the present days.
History and Science will be intertwined throughout this meeting.
It´s not less important to mention the INTERNATIONAL MAP YEAR proposed and organized by the International Cartographic Association and supported by the UN, whose launch will take place during the event.

Finally, we would like all participants of ICC2015 to acknowledge that we, cariocas – as the locals are known - as well as all Brazilian colleagues, people of recognized hospitality, feel very honored to host this scientific and cartographic Conference.
We hope, all together, to contribute to the redesign of a really new Cartography, where everyone, regardless his origin, creed, race and social status, can register the world with the sovereign colors of Peace.
This is our greatest dream.
Parodying the writer Gilberto Ferrez, WELCOME to this "very much loyal and heroic city of São Sebastião do Rio de Janeiro".
