Abstract
In the report the questions connected with a solution of the problem of updating of spatial data – the state digital topographic maps and plans, other types of digital carto-graphical production are considered. Development and creation of national system of the updating of spatial data integrating systems of global, state and territorial topographical monitoring is offered. The main functionality of the specified system is the space segment which is based on receiving, processing and use of the data of space shooting received from domestic group of satellites of optical-electronic and radar supervision. Formation of a uniform state policy in the sphere of updating of spatial data – the state digital (electronic) topographic maps and plans for their effective use for social and economic development - are fundamental factors of radical modernization of federal state system of mapping -geodetic support of the territory of the country, cross-border and for-eign territories. Modern solution of the problem of updating of spatial data on the basis of multidimensional use of the data of the remote sensing of Earth (RSE) received from do-mestic space film-making systems, satellite navigation, means and methods of their processing is creation of system of topographical monitoring. Bases of scientific and me-thodical ensuring topographical monitoring, are: complex use of the means and remote sensing of Earth methods (existing and perspective) for the effective solution of the prob-lems of topographical monitoring connected with expeditious obtaining data on existential changes of the objects of the district which are subject to display on topographic maps and plans; carrying out the analysis of space pictures occurring at different times for an as-sessment of extent of changes of the district for justification of scheduling on conducting topographical monitoring; application of receptions of the automated deshifrirovaniye of space images at recognition of changes of objects of the district. Performance of both the state, and global topographical monitoring is subdivided into 3 stages: survey, detailed topographical monitoring and updating of cartographical production. In the course of survey monitoring the analysis of existential changes of objects of the district is made and extent of the happened changes since the last update on pictures of digital cartographical information on the set territory is estimated. By results of detailed monitoring expeditious mapping according to RSE of high spatial resolution of changes of the objects of the district shown on topographic maps and plans is provided. Detailed monitoring is followed by a stage of updating of spatial data - updating of digital (electronic) topographic maps and plans of the cities. The main objec-tives of topographical monitoring are: supervision over the big areas and extended objects; receiving film-making materials in a large number of spectral channels, with high spatial resolution and geometrical accuracy; performance of shooting with high frequency and op-erational transfer of the obtained data on the subsequent processing; the automated processing of materials RSE; expeditious drawing on a digital topographical map on duty and registration in a database of changes of objects of the district. Thus, the national sys-tem of updating of spatial data, can be considered as the new, scientifically put kind of ac-tivity at a modern level of development of science and equipment, and also as one of the priority directions in realization of a problem of expeditious cartographical providing the set territories, and also problems of the international cooperation in this field of activity
