Abstract
The Basic Water Management Map 1:50 000 The history of creation of cartographic outputs in water management has been existed in the Czech Republic for long time and brings a lot of knowledge for all users. Tradition and demand for relevant information are strong arguments for further development of this branch. The first systematic thematic mapping in water management for the area of the Czech Republic was realised within the framework of The state water management plan of the Czech Republic (SVP) from 1949 to 1954. SVP in its final form was in writing, graphically and in mapping created as a draft of an optimal use of water resources and its management. The map sets were prepared in scale of 1:75 000, 1:200 000, 1:500 000. The water management data evidences were incomplete and fragmented in the map key, in the terminology, in the hydrological division of the partial river basins as well as on the graphic and thematic level. Publishing of a suitable thematic map with a uniform and complete content was a necessity for water management. The beginnings of the development of The Basic Water Management Map 1: 50 000 (ZVM 50) are dated in 1961, when state organizations were entrusted with the creation of „The Basic Water Management Map of ČSSR“ by The Ministry of agriculture, forest and water management. It was followed by its variously modified editions 1971 – 79 (1st edition), 1980 – 88 (2nd edition), 1989 – 99 (3rd edition). ZVM 50 was done as a part of complementation and refinement of The Indicative Water Management Plan according to the act n. 138/1973 Sb., act about waters (waters law), in the act n. 425/1990 Sb., the act n. 114/1995 Sb., the act n. 14/1998 Sb. and the act n. 58/1998 Sb. The general attitude to the information in the water management data was changed gradually with the developing technologies of the geographic information systems. On turn of the century the vectorization of so far displayed objects in ZVM50 was made, but the change of creation and maintenance of The Basic Map 1:50 000 in competence of The Land Survey Office was an impulse for the change of conception in creation of thematic layers ZVM50. The definition of the digital base of water management data (DIBAVOD) was realised as a thematic superstructure of ZABAGED (Fundamental Base of Geographic Data of the Czech Republic). Lots of various activities focused on a change of update processes, maintenance database, communication and sharing information between individual guarantors of thematic layers and, last but not least, creating new technological procedures focused on possibilities of cartographic outputs creation are related to this step. It is mainly The Basic Water Management Map 1:50 000 that is a mirrored picture derived by methods of semiautomatic cartographic generalization from DIBAVOD database that is in scale 1:10 000. A new map key that was created is standardly a part of each map sheet again and a revision of the screened objects in thematic map work was done. Some objects were added, for example the spring segments of the main rivers, hydrologic regions, fish passages and bathing waters. At present the main task is following the rules of cooperation while maintaining the data sets of DIBAVOD and ensuring the financing for further successful development of cartography in water management.
