Abstract
This paper aims to account for the design and implementation a methodology for capturing and analyzing spatial information in villas and slums with the objective of contributing to the process of regularization of land. Under the project title regulation conducted by the Program on Regulation and Management of Urban Land, together with the Ministry of Urban Planning of the Government of the City of Buenos Aires, has been performed planimetric restitution refund 10 settlements precarious shantytowns in the southern part of the city. The program proposes to promote the regularization of land and the consequent integration of informal settlements into the urban area in addition to the future delivery of the title deeds to their occupants. Therefore, to diagnose defined the legal status of the units and common areas of the towns and settlements, pursuant to the provisions for residential areas and dimensions of public space, established by the Code of Urban Planning of the City of Buenos Aires. Since these areas are difficult to access for direct data acquisition, and facing the need to obtain information accurately thereof, was implemented and combine the techniques of restitution of Photogrammetry with the methods of the Survey to generate information which could account for the surfaces of the housing units. For this, the government has commissioned the making of photogrammetric flights , one in 2009 and another in 2013. The team that carried out this work is comprised of 5 and 6 photogrammetrists surveyors and geographers worked on the methodology and analysis of information. Since 2011, when this work began, the area has increased its staff and the amount of restitution photogrammetric stations also increased cutting edge technology and new software that meets the needs of photogrammetric restitution link with databases data then work the statistical information . This allowed obtaining the approximate percentages that correspond to each of the families, trails and internal circulation routes, in addition to statistical analyzes relating to compliance with the regulations to allow regularization. The methodology of the study was to conduct a survey of vector lines of blocks, plots and trails through the use of software for photogrammetric restitution related to SIG's. After completing the survey, the team was performed the editing and geometrization of the resulting information in order to contrast the reality of the current building with the cadastral information. Usually, urban planners define projects on aerial photos or drawings in white. The incorporation of the technique of photogrammetry in various stages of planning, introducing possible accuracy in the conformation of the urban project. Usually urban rules defined from a city concept . Enter this analysis methodology in the definition of urban policy allows rethink and redefine aspects that had not considered. Display areas with potential conflicts in the posession of the land invasion on public lands or morphology analysis of the building industry, prior to the implementation of laws, enriches the analysis and correct decision making, The results of applying this methodology enables analysis and dignose swiftly for decision -making and urban planning processes: The Villa 19 , represents the first successful case in which the modification of the rules work to affect the public and make the openings and domain transfer of public roads. As a future goal, it is predicted to make a new photogrammetric flight 2015, and also update the changes to the buildings since slums exhibit high growth in the resident population and consequently the growth of the informal occupation of land. Given the high cost of photogrammetric flight and time in obtaining the final results, it is foreseen to implement the land survey through the acquisition of a drone for the diagnosis of urban areas is constantly growing. but for this it is necessary to have a legislation providing for its
