Abstract
This paper presents a diagnosis of the current municipal favela basemap in Sao Paulo city and a proposal for standardizing the procedures of delineating the favela perimeters. Used as a tool for all the social housing policies, such as slum upgrading, construction of social housing and the establishment of regulatory frameworks, the favela basemap is also fundamental to the measurement and the monitoring of the housing issue. A visual analysis of the favela basemap was conducted through the overlay of this basemap with orthophotos, in order to recognize similarities and inconsistencies in it, arising from the mapping process. Once recognized that the contents of the database had different ways of dealing with similar situations, it was proposed the creation of a standardized method to this mapping. It was based on discussions between the internal technical staff and on the available data and technology. The proposal of standardization found the following results: the favelas delineation must represent the area where the parceling is irregular; regular streets should be excluded from the slums boundaries since they are not occupied by households; the favela boundaries must coincide with the ‘Streets’ or ‘Cadastral plots’ basemaps, registered by the Secretary of Finance; when the favela boundary on aerial photo extrapolates the limits of the ‘Streets’ or ‘Cadastral plots’, the representation must follow the favela boundary according to the orthophoto; open areas that have access through a regular street should not be included in the perimeters; buildings of housing must be excluded from the cadastre of favelas and registered in its specific layer.
