Abstract
There are 5570 municipalities in Brazil, 4074 of which have less than 20.000 inhabitants, ac-cording to IBGE. In a more specific way, IBGE also shows that 1382 municipalities have less than 5.000 inhabitants. The vast majority of these municipalities need methodologies that of-fer low cost solutions approaching survey and cadastral update of the municipal real estate units. In this scenario, the low cost and efficient technological resources that allow monitoring the dynamic of the city and acknowledging its behavior are little explored. Experience in up-dating the real estate cadastral data usually shows a development greater than expected re-sulting in a new framing of the municipality, with potential for collecting Urban Building and Territorial Tax (IPTU – Imposto Predial e Territorial Urbano). The free softwares (open source) can provide to the city hall and public manager the cadastre of real estate units in the municipality of Botuverá/SC, from the customization of the free App called Cybertracker. The software was generated from the demands of the city hall and inserted into a tablet, which allowed executing the survey of data related to the real estate units, reproducing, in an effi-cient way, the Cadastral Information Bulletin (BIC – Boletim de Informações Cadastrais). As result, an updated data bank of the real estate units georeferenced was obtained, with the physical characterization of the real estate units, geographical coordinates and a digital pho-tography of the facade.
