Abstract
Pereira Passos Institute (IPP) is the department of Rio de Janeiro City Hall responsible for the maintenance of the cartographic database and management of municipal geoprocessing system. Through its City Information Division (DIC), the Institute performs the collection, analysis and production of information, disseminated in the form of tables, maps, studies and web application, being considered a department of excellence and national reference in the management of geographic information. IPP disseminates many themes of geographical information of the city through its web maps, such as streets, administrative boundaries, land use and public equipment, like schools and health unities. IPP also offers downloading, geocoding and geoprocessing services, including a tool for population estimate, allowing visualization and analysis by every user. Besides disseminating the information to the citizen, IPP is responsible for managing the corporate database of the municipality, giving support to several local and corporate systems. Through restricted access for City Hall’s departments, it’s possible to do online editing, updating and georeferencing of cadastral data of each department in the web maps. Given the exponential growth of external (citizens) and internal (departments of the municipality) users, it was necessary to structure an application to facilitate its administration and making it scalable. A single application containing all information and tools complicates its usability; however, having many applications, one for each need, demands more time for administration. The Digital Map of Rio de Janeiro is a solution that consists in a single application core (Flex API 3.0) structured to allow configuration of different .xmls according to the demands of various departments of the municipality and the citizen. Adapting published services in ArcGIS Server (Map, Feature and Image), setting permissions and configuring widgets according to the specificities and needs of each department of the municipality, this solution meets a set of applications. One example is 'CadLog' - the streets' cadaster - that unifies in a single municipal corporate database all streets' data and allows online update, both on graphics and on attributes. Each web map application is designed for a specific matter of the city, used for all kinds of demand: provision of information; provision of data to download; and maintenance and updating the municipal database. This guarantees a single, shared and updated vision of all information, being the user a GIS specialist, a municipal no-GIS technician, a citizen of Rio or from everywhere in the world. The Digital Map of Rio de Janeiro represents an important improvement according to the adoption of a model of high performance management, which is the main guideline of Rio de Janeiro’s current administration. It’s potentialities for the planning, implementation and monitoring of public policies are improving the activities of over 20 departments until now, as an important support to meet the goals established in Rio’s Strategic Plan for 2016. This project is also responsible for raising the awareness over the importance of geospatial information in local governance, disseminating the use of geospatial tools in the municipality of Rio de Janeiro. It allows better communication between municipal departments, reducing costs and time of processes depending upon information sharing. The improved planning of territorial policies regarding public care services – such as education and health – using updated geospatial information gives better allocation of services for the population. More efficiency in the planning of public investments also results in better spending of public budget. By providing access to the citizen, it is an interface for transparency and accountability of the information produced by the municipality. All these benefits have direct positive impact for people that live, work or visit the city.
